Reports must meet the following criteria
- A pictorial representation of a sexual act involving a person who is manifestly under the age of eighteen.
- Public distribution via the internet.
The following instances do not meet these criteria
- One-on-one distribution via e-mail.

Pornography in general in which no children are involved.
