Wat is de Instant Image Identifier ?
Ieder kind heeft recht op bescherming tegen seksueel misbruik, zowel offline als online. Samen met hosting providers wil het Expertisebureau Online Kindermisbruik (EOKM) de online bescherming van kinderen verbeteren. Het EOKM heeft in de strijd tegen online seksueel misbruik van minderjarigen een technisch hulpmiddel gebouwd om het uploaden van bekend materiaal van seksueel misbruik van minderjarigen te voorkomen.
Via het EOKM is voor iedere hosting provider gratis software beschikbaar in de vorm van een API. Daarmee kunnen zij op vrijwillige basis toetsen of materiaal dat wordt geüpload op hun platformen voorkomt in de database met hashes van bekende beelden van seksueel misbruik van minderjarigen. Hosting providers kunnen vervolgens gepaste actie ondernemen om te voorkomen dat er materiaal van seksueel misbruik van minderjarigen online wordt gezet.
Hoe werkt het?
Het EOKM beschikt over hashlijsten met bekend materiaal van seksueel misbruik van minderjarigen.
Deze hashlijsten zijn afkomstig uit de databases met bekende en geverifieerde slachtoffers van seksueel misbruik van minderjarigen van de Nationale Politie (TBKK), Interpol (ICSE) en het National Center for Missing & Exploited Children (NCMEC). Op termijn wordt ook de database van het EOKM zelf toegevoegd.
Via de API worden alle beschikbare hashlijsten gecheckt. De technische kant verloopt door middel van MD5, SHA1 en/of PhotoDNA hashes.

De software is sinds 2019 operationeel. Meerdere hosting providers zijn inmiddels aangesloten. Aanmelden kan via de site https://www.eokm.nl/contact.

What is the Instant Image Identifier?
Every child has the right to protection against sexual exploitation, both offline and online. Together with hosting providers, Expertisebureau Online Kindermisbruik (EOKM) wants to improve the online protection of children. In the fight against child sexual exploitation material, EOKM has started building a technical tool to prevent the uploading of known child sexual exploitation material.
EOKM will provide software, namely an API, for hosting providers who want to be a part of this project. Through hashes, hosting providers can check – on a voluntary base – if material, which has been uploaded on their platform, appears in the hash database. The database contains hashes of known child sexual exploitation material. Hosting providers can take appropriate action to prevent this content from appearing online.
How does it work?
EOKM has lists with known child sexual exploitation material. The Dutch police has provided EOKM with these lists from their own database. Via the API, multiple databases can be checked. In addition to the database of the Dutch National Police (TBKK), the databases of Interpol (ICSE) and the National Center for Missing & Exploited Children (NCMEC) are being used. Over time the database of the EOKM also wil be added.
By using API all available hashlists will be checked. MD5, SHA1 en/of PhotoDNA hashes will be used tecnically.
